Preliminary Observations from the Official Visit to Croatia by the Special Rapporteur on the Promotion of Truth, Justice, Reparation and Guarantees of Non-Recurrence, Mr. Fabián Salvioli

From 26 November to 2 December 2021, Mr. Fabián Salvioli conducted an official visit to Croatia. The objective of the visit was to see and assess the measures adopted by the Croatian authorities in the fields of truth, justice, reparations, memory and guarantees on non-recurrence – the pillars of my mandate – to address the serious violations of human rights and humanitarian law committed during the 1991-1995 armed conflict. The visit sought to develop a broad view of the various initiatives taken, identify good practices, gaps and challenges, and provide recommendations.
